Conclusion: There was never a MERNİS leak. All the years you thought there was a MERNİS leak, that was just in your mind. It's a system that you cannot access via internet. There are restricted access to it. YSK, Supreme Election Council shared electors data with other political parties, because they were obligated to do it by the law. Then someone from one of those political parties who requested the data leaked it. Somewhen before 15 July 2010, someone hosted the database on a VPS made a tool that you could make queries.
Then, 2 possible scenarios. 1, which I think the possible one, someone had access to the tool and cracked it by disabling the login prompt. 2, original developer just disabled it and released the tool. Then, somehow the MySQL files were ended up on torrent. FYI, Anonymous or any other hacker group was not behind this leak. Someone who had access to MySQL files uploaded it on torrent. On the beginning of 2016 or so, Anonymous announced that some hacker group was leaked this database. Jesus fucking christ. It was already on torrent, months ago Anonymous announced this and there was news about this.
This is the story behind that niggerlicious "MERNİS" leak. It was never the "MERNİS" leak. It's either 2009 YSK, or some data gathered via stolen Turkish insurance company's panel, or leaked 15 GBs family relatives data or the new HSYS data. There was never a "MERNİS 2009-2015-2019-2020-2022" or "EGM 2015" leaks. Most of them were 2009 YSK data and rest of them were for scamming idiot people.
